# Directions:
01 - In a medium bowl, blend the cream cheese, sour cream, and shredded cheddar cheese until smooth and fluffy.
02 - Stir in the diced bell peppers, grated carrot, green onions, parsley, garlic powder, black pepper, and salt until thoroughly combined.
03 - Spread approximately one-quarter of the cheese-vegetable mixture evenly over each tortilla, leaving a 1/2-inch border around the edges.
04 - Roll each tortilla tightly into a log shape.
05 - Wrap the rolls securely in plastic wrap and refrigerate for at least one hour to firm up.
06 - Unwrap the chilled logs and slice each into 1/2-inch pinwheels. Arrange on a serving platter and serve chilled or at room temperature.
